Why more Veterans are rated 100%, and what the numbers show
· Claim Situation
The situation
The number of Veterans rated 100% has grown fast, and critics call it fraud. The numbers tell a more ordinary story.
Older Veterans
- Vietnam-era Veterans are in their 70s and 80s.
- Veterans of the early 1990s are in their 50s and 60s.
- Service-connected conditions often worsen with age.
New laws added conditions
The PACT Act added presumptive conditions and locations, and many Veterans filed for the first time. See VA.gov PACT Act.
Faster processing
VA decided a record number of claims. More decisions means more grants and more denials.
Most of the jump is 90 to 100
Much of the growth is Veterans already at high ratings whose conditions worsened, not new Veterans walking in at 100%.
Awareness
Many Veterans never knew what they could claim. Free education and VSOs closed that gap.
